About the Role

The aim of Digital First program at the National Archives of Australia (National Archives) is to substantially uplift our ability to manage, preserve and provide meaningful access to an increasingly digital collection of records that hold national significance. As part of the Digital First program. As part of the Digital First program, the Unified Data View (UDV) will provide a complete, accurate, and up-to-date data for Business Intelligence, data analysis, and enhanced collection search capability.

The National Archives is seeking a Technical Business Analyst to join the Project Delivery Team to support the delivery of this strategic initiative.

To be eligible for the role, you must be an Australian citizen. If selected, you will be required to successfully undergo a pre-employment check and, due to the urgency of resource requirements, National Archives prefers candidates to already hold a Baseline security clearance.

Our ideal candidates will have proven experience in data engineering, demonstrate interpersonal skills to foster and promote National Archives values, a highly developed written and oral communication skills, mentoring support to junior staff, ability to negotiate and problem solve.

Reporting to the Project Manager, the Technical Business Analyst will work collaboratively and collegiately to develop and implement a Microsoft Fabric Data Warehouse at the National Archives of Australia. This role is critical in ensuring that the National Archives can manage and provide clean, reliable, and well-structured data to PowerBI reports.

Key duties and responsibilities

Under limited direction, the main duties of the role include:

Data Mapping and Modelling

  • Design and document data models by producing ERDs, defining table groupings/domains, and mapping how structures support business processes

  • Analyse and document system logic and lineage, including view logic, calculated fields, cross‑system dependencies, and identification of active vs legacy data assets.

  • Develop a unified knowledge map that consolidates understanding of all source systems for use by engineers, architects and project leadership.

Data Integration & Pipeline Management

  • Inform operation and design of ETL/ELT pipelines to ingest, transform, and store metadata from RecordSearch, Mediaflex, Preservica, and other sources.

  • Identify, prioritise, and ingest datasets to support reporting, analytics, and operational needs.

Project Delivery

  • Backlog prioritisation — balancing business value with technical dependencies. Testing support — writing test scenarios, validating data outputs, supporting UAT, and performing SQL based checks.

  • Documentation discipline — maintaining mapping documents, lineage diagrams, and requirements traceability.

Technical Documentation

  • Deliver technical documentation including database entity relation diagrams, data dictionaries, As-Built-As-Configured documentation.

  • Deliver backlog‑ready User Stories and Acceptance criteria for technical products such as validated table relationships, transformation requirements, and domain mappings that directly support sprint planning and technical implementation. 

Collaboration & Stakeholder Engagement

  • Work with internal project teams and external stakeholders to align solutions with business and technical requirements.

Required skills and experience

  • Cloud & DevOps

    • Understanding cloud architecture principles and Azure Devops for version control, tasks, branching/merging

    • Git repository and Fabric deployment pipelines experience

  • Analytical & Visualisation Skills

  • Experience analysing source systems and producing data maps and source-to-target logic

  • Understanding Power BI dashboard/report development

  • Strong analytical thinking and story telling ability

  • Project Delivery Experience

  • Backlog prioritisation, test scenario creation, UAT support and SQL validation

  • Strong documentation discipline across mappings and requirements traceability and stakeholder engagements

  • Data Governance & Security

  • Knowledge of data quality frameworks, validation, cleansing, and governance

  • Awareness of security, privacy, and compliance requirements relevant to government data (e.g., Archives Act, Privacy Act).

  • Collaboration & Communication

  • Effective engagement with technical and non-technical stakeholders

  • Security clearance

  • Holds or has the ability to obtain and maintain a Baseline security clearance.

  • Desirable

    • Certifications in Microsoft Azure, Data Engineering, or BI, analytics Entry Certificate Business Analytics (ECBA), Certificate Capability Business Analytics (CCBA), or Certified Business Analysis Professional (CCBA)

    • Familiarity with RecordSearch, Preservica, and Mediaflex is advantageous but not essential.

    • Familiarity with metadata management and interoperability standards within the Galleries, Libraries, Archives and Museums sector would be advantageous

Technical skills

Essential skills:
• SQL proficiency — writing queries to validate requirements, test transformations, and support developers.
• Familiarity with ETL/ELT pipelines — understanding how data moves, common patterns, and constraints.
• Knowledge of Azure cloud data platforms
• Understanding of Power BI/reporting tools to ensure downstream reporting needs are captured
• Relevant certifications in Microsoft Fabric, Azure, Data Engineering, or Business Intelligence.

Requirements

Essential criteria

  1. Technical Expertise
    Demonstrates SQL proficiency such as writing queries to validate requirements, test transformations, and support developers.
    Has familiarity with ETL/ELT pipelines — understanding how data moves, common patterns, and constraints and knowledge of Azure cloud data platforms
    Able to consolidate system knowledge into unified data maps and lineage documentation for engineers, architects and project leadership.
    Demonstrates an understanding of Power BI/reporting tools to ensure downstream reporting needs are captured and has relevant certifications in Microsoft Fabric, Azure, Data Engineering, or Business Intelligence.

  2. Cloud & DevOps
    Demonstrates experience using Azure DevOps for version control, task management, branching and merging. Utilising Git repositories, and Fabric deployment pipelines.
    Understanding of cloud architecture principles, performance optimisation, in Microsoft Azure environments.

  3. Project Delivery Experience
    Backlog prioritisation such as balancing business value with technical dependencies.
    Testing support such as writing test scenarios, validating data outputs, supporting UAT, and performing SQL based checks.
    Documentation discipline such as maintaining mapping documents, lineage diagrams, and requirements traceability.

  4. Data Governance & Security
    Knowledge of data quality frameworks, validation, cleansing, and governance processes.
    Awareness of security, privacy, and compliance requirements relevant to government data (e.g., Archives Act, Privacy Act).

  5. Analytical & Visualisation Skills
    Use of critical thinking, curiosity and analytical ability to capture business rules and design and develop interactive dashboards and reports in Power BI with strong data storytelling skills to support decision-making. Experience creating data maps by extracting, analysing, and documenting view logic, to form a cohesive view of source systems and source to target mappings

  6. Collaboration and Communication
    Ability to work effectively with technical and non-technical stakeholders and strong documentation and knowledge-sharing practices.

Desirable criteria

  1. Quality Assurance and Deliverable Management
    Ensures that project and product quality reviews are conducted on schedule and according to procedure. Manages deliverables to be completed within agreed cost, time, and resource constraints, and ensures formal acceptance by stakeholders.

  2. Security Clearance
    Preference is for the candidate to hold a Baseline Security Clearance due to the tight timeframe for Project Delivery however will consider candidates that have the ability to obtain and maintain a Baseline Security Clearance.

  3. Desirable Skills and Qualifications
    Relevant certifications in Microsoft Fabric, Azure, Data Engineering, or Business Analytics.
    Familiarity with RecordSearch, Preservica, and Mediaflex is advantageous but not essential.
    Familiarity with metadata management and interoperability standards.
    Entry Certificate Business Analytics (ECBA), Certificate Capability Business Analytics (CCBA), or Certified Business Analysis Professional (CCBA) qualifications are highly desirable
    Understanding of collection data within the Galleries, Libraries, Archives and Museums sector would be advantageous
