About the Role
The purpose of the Department of Health, Disability and Aging (department) is to develop and deliver policies and programs and advise the Australian Government on health, disability and aged care. The department is responsible for achieving the Government’s strategic priorities for better health outcomes and reduced inequality; Affordable, accessible, efficient and high-quality health systems.
Design and maintain scalable, efficient, and sustainable architectures for a portfolio of product assets, ensuring alignment with enterprise architecture, design principles, and organisational strategy. Enable delivery of cohesive product ecosystems by managing product architecture, driving modernisation, and minimising technical debt.
Key Duties
Provision of specified personnel on a time and materials basis in the following role: Platform Architect SFIA 6, to undertake tasks that include, but are not limited to, the following:
Develop and maintain product architecture and asset metadata in adherence with enterprise architecture blueprints and standards.
Establish and maintain design standards, patterns, and best practices for product implementation.
Own and manage technical debt for the product portfolio, including identification, tracking, and remediation strategies.
Analyse product systems for efficiency, redundancy, and alignment with business needs.
Develop and implement strategies for product rationalisation, optimisation, and modernisation.
Ensure product architectures support scalability, performance, security, and maintainability.
Provide technical leadership and guidance to product delivery teams.
Support integration and alignment of product assets within broader platform and enterprise ecosystems.
Contribute to architecture governance, including design reviews, assurance, and alignment with enterprise architecture.
Other duties as required and advised by the Architecture Directors.
The seller must ensure that the Labour Hire worker performing the services during the term of this contract, facilitate an effective transfer of skills and knowledge to the buyer to enable full use of services and deliverables and associated documents.
Technical Skills:
Product and enterprise architecture - ability to define solution intent, architectural principles, target states and roadmaps while balancing strategic architecture with practical delivery constraints
Strong understanding of Siebel and .Net platform capabilities, solution design, data structures, workflow/process automation and platform limitations. Ability to work effectively with Salesforce Solution Architects and delivery teams
MuleSoft and integration architecture - experience designing API-led architectures and integration patterns. Ability to integrate cloud platforms with legacy, enterprise and external agency systems
Systems integration and interoperability - experience across complex, multi-system ecosystems and designing secure, resilient and maintainable interfaces between platforms, event-driven and messaging architecture
Data architecture and information flows - understanding of data models, master/reference data, data lifecycle, quality and reconciliation across systems
Security, privacy and Essential 8 compliance - ability to incorporate identity, access control, data protection and compliance requirements into architecture decisions working closely with Security and Cyber Architects.

Criteria

Essential Criteria
Bachelor’s/Master’s degree in Data Science, Computer Science, Information Systems, or related discipline.
Strong analytical, stakeholder engagement, and communication skills – especially the ability to explain technical designs decisions to non-technical decision makers
Deep knowledge of data governance and compliance in the public sector environment.
In-depth knowledge of Seibel, Mulesoft and .Net including MAUI
Ability to understand complex information systems and design effective data solutions and models to store and retrieve departmental data in adherence to enterprise standards
Ability to think beyond the project brief to ensure best practice and solution-focused output to our business
Desirable Criteria
Proven experience designing successful target and transitional architectures;
Certifications in TOGAF 9, COBIT 5 Foundation, SAFe, Scrum and/or ITIL v3 Foundation are desirable
Minimum 10 years of experience working across IT environments in an application design or development.
Demonstrated experience designing complex ICT solutions in large, federal environments.
