About the Role
The Department of Finance (Finance), is undertaking an Approach to Market (ATM) process to procure 1 x Solution Architect (EL2 Equivalent).
The Solution Architect will provide specialist architecture expertise to support the delivery of the Parliamentary Document Management System (PDMS) Cloudification Project. The role will be responsible for designing and delivering the end-to-end solution architecture, facilitating the transition of PDMS from legacy infrastructure to a secure, scalable, resilient, and cloud-native Azure Platform-as-a-Service (PaaS) solution.
The Solution Architect will lead the development of the solution design, ensuring the target architecture aligns with business, technical, security, and operational requirements. The role will provide architectural leadership across application, integration, data, identity, networking, and platform domains to support the successful migration and modernisation of PDMS.
The role will ensure solution designs align with Australian Government requirements, including the Information Security Manual (ISM), Protective Security Policy Framework (PSPF), and relevant (DTA cloud architecture) architectural standards. The Solution Architect will contribute to design governance, technical decision-making, and knowledge transfer activities to build enduring agency capability.
The role will work closely with the PDMS Team, GSB Architects, Cloud Engineers, Security Architects, project stakeholders to support establishment, delivery partners to establish the target-state architecture, support migration and implementation activities, resolve complex technical challenges, and ensure successful delivery of the PDMS Cloudification Project.
Key Duties and Responsibilities
The Solution Architect will:
Lead the design and development of the target-state architecture for the PDMS Cloudification Project, ensuring alignment with business requirements, Azure best practices, Australian Government security requirements, and Whole-of-Government (WofG) standards.
Design end-to-end Azure cloud solutions across application, data, integration, networking, identity and security domains to support the migration of PDMS from legacy infrastructure to Azure Platform-as-a-Service (PaaS).
Provide architectural leadership and technical guidance on application migration, modernisation and cloud-native design approaches to maximise performance, resilience, maintainability and operational supportability.
Design and govern Azure landing zones, identity architectures, networking patterns, governance frameworks and security controls to ensure secure, compliant and well-managed cloud environments.
Collaborate with security architects, cloud engineers, developers, business stakeholders and delivery partners to ensure solution designs meet business, security, operational and project objectives.
Develop and maintain solution architectures, technical designs and implementation artefacts to support delivery assurance and compliance with. ISM, PSPF, Australia’s Foundations for modern defensible architecture, ASD Blueprint for a Secure Cloud, Azure best practices and departmental standards
Support architecture governance, design reviews and assurance activities, including security accreditation, operational readiness and transition to Business-as-Usual (BAU) operations.
Support Infrastructure-as-Code (IaC) and automation initiatives, and Azure DevOps deployment pipelines.
Identify and manage architectural risks, dependencies, technical debt and design decisions throughout the cloudification lifecycle.
Support security assurance, operational readiness and resilience activities, including disaster recovery, business continuity, IRAP assessments, remediation of security findings, and Authority to Operate (ATO) processes.
Develop and maintain architecture documentation, solution designs, integration specifications, architecture decision records (ADRs), and other technical artefacts required to support delivery and operational outcomes.
Provide technical leadership, mentoring and knowledge transfer to project teams and APS staff to support ongoing capability uplift and transition to business-as-usual operations.
Highly Desirable Experience
5+ years’ experience in solution architecture, cloud architecture with demonstrated experience leading the design and delivery of complex cloud transformation initiatives.
Proven ability to design and govern cloud solutions incorporating Infrastructure as Code (IaC), CI/CD pipelines and DevSecOps practices to enable secure, resilient and repeatable delivery outcomes.
Strong understanding of Australian Government security, risk and assurance frameworks (e.g. ISM, PSPF)
Experience mentoring or leading junior technical staff is highly valued
Experience in delivering similar cloud solutions in complex, Whole-of-Government (WofG) applications within secure and regulated environments
Knowledge/experience of Windows Server and SQL Server, SharePoint, .NET Framework, Angular, IIS, Active Directory Federation Services (ADFS).
Exceptional problem-solving and analytical skills.
