Solution Architects are responsible for the quality of solution architecture work across an organisation. They provide technical leadership in the design and implementation of systems and software to solve business problems.
Key duties and responsibilities
The specified personnel will be responsible for providing the following deliverables including but not limited to:
- Developing technology and system architecture artefacts (solution designs / blueprints);
- Providing guidance and advice to the Lead Domain Architect, programme teams, project delivery teams, and other stakeholders related to architecture within their project/s;
- Ensuring artefacts produced are fit for purpose, adhere to the architecture standards and patterns, and are suitable for approval to the respective governance boards (such as the Architecture Review Board);
- Ensuring that project architecture artefacts are produced by the required deadlines set by programme, project and/or release timeframes;
- Building and maintaining stakeholder relationships (including Executives, business representatives, project managers, solution architects);
- Providing Architectural Decisions and releasing Architecture Dependencies;
- Ensuring streamline processes, preventing duplications and increasing consistency across schemes coordinated by AusCheck;
- Improving effeciency for applicants, issuing bodies, industry and government;
- Developing positive team ethos within the immediate workgroup through positive participation and communication.
Specified Personnel will be expected to transfer skills and knowledge to Departmental staff and ensure appropriate documentation is stored in accordance with the Departments recordkeeping policy and practices.
The Specified Personnel will be responsible for producing the following deliverables, including but not limited to:
- Design Reviews;
- Architecture End States;
- Architectural Roadmaps;
- Solution Outlines;
- Reference Architectures;
- Service Models;
- Operational Models;
- Corporate Data Models
- Project architecture artefacts (such as Solution Outlines and System Architecture Documentation); and
- Architectural Decision documentation.
All deliverables performed by the specified personnel must:
- be performed or delivered promptly and without delay in accordance with the timeframes notified by the buyer from time to time; and
- meet the assessment and performance criteria set out in any monitoring and performance assessment processes notified to the seller from time to time.

AusCheck is a core national security control that helps mitigate trusted insider risk in security-sensitive workforces and environments. Maintaining a reliable, high-integrity background checking capability supports the safety and continuity of essential services and critical industries and strengthens assurance that people in sensitive roles can be trusted. The Department of Home Affairs is progressing comprehensive reform of the AusCheck background checking framework. This is designed to deliver a fit-for-purpose background checking framework to enhance national security outcomes, improve operational efficiency, and provide a flexible and adaptable service to support industries that have a vital role in Australia’s economic strength. Australia faces a rapidly evolving and complex security environment. Focus is on ensuring the national approach to background checking is resilient, modern, can adapt to new and emerging threats, and can partner with industry. This review is an opportunity to design a best-practice framework that lifts standards, streamlines processes, and modernises our approach. The aim is to achieve better security outcomes for government and industry.
About the project
This funding will be used to delivery discovery and scoping activities for the digital transformation work required to implement AusCheck’s integration with myGov. The myGov integration work is being undertaken as part of broader reform into the background checking framework, and as such work will also look at scoping and costing digital transformation activities for the broad reforms.
About the organisation
The Cyber and Infrastructure Security (CIS) Group brings together cyber security and critical infrastructure policy, response and coordination functions, the Department’s regulatory functions for critical infrastructure (including aviation and maritime security), identity security and protection; and background checking under the AusCheck scheme. CIS Group also provides support and surge functions to the National Cyber Security Coordinator through the National Office of Cyber Security.

Requirements definition and management level 5 – Plans and drives scoping, requirements definition and prioritisation activities for large, complex initiatives. Selects, adopts and adapts appropriate requirements definition and management methods, tools and techniques. Contributes to the development of organisational methods and standards for requirements management. Obtains input from, and agreement to requirements from a diverse range of stakeholders. Negotiates with stakeholders to manage competing priorities and conflicts. Establishes requirements baselines. Ensures changes to requirements are investigated and managed.

Solution architecture level 4 – Contributes to the development of solution architectures in specific business, infrastructure or functional areas. Identifies and evaluates alternative architectures and the trade-offs in cost, performance and scalability. Determines and documents architecturally significant decisions. Produces specifications of cloud-based or on-premises components, tiers and interfaces, for translation into detailed designs using selected services and products. Supports projects or change initiatives through the preparation of technical plans and application of design principles. Aligns solutions with enterprise and solution architecture standards (including security).

Systems design level 5 – Designs large or complex systems and undertakes impact analysis on major design options and trade-offs. Ensures that the system design balances functional and non-functional requirements. Reviews systems designs and ensures that appropriate methods, tools and techniques are applied effectively. Makes recommendations and assesses and manages associated risks. Adopts and adapts system design methods, tools and techniques. Contributes to development of system design policies, standards and selection of architecture components.

Software design level 5 – Specifies and designs large or complex software applications, components and modules. Adopts and adapts software design methods, tools and techniques. Undertakes impact analysis on major design options, makes recommendations and assesses and manages associated risks. Specifies prototypes/simulations to enable informed decision-making. Evaluates software designs to ensure adherence to standards and identifies corrective action. Ensures that the software design balances functional, quality, security and systems management requirements. Contributes to the development of organisational software design and architecture policies and standards.
