The Department of Parliamentary Services (DPS) is seeking multiple Senior Organisational Change Managers (OCM) to lead and deliver change management activities across a portfolio of projects within the Digital Capability & Operations Branch.

This is a senior role requiring the ideal candidate(s) to provide strategic change advice while also executing change activities to ensure effective delivery, strong adoption, and realisation of business outcomes and benefits. The OCM will work closely with senior executives, project and program managers, IT teams, and business units to align change strategies and plans with project objectives and the broader strategic priorities of DPS.


Key duties and responsibilities

Key responsibilities include:

  • Development of a change management framework and templates for the Branch, to uplift change management maturity.
  • Providing strategic advice and coaching to project and program teams across the Branch to drive successful adoption, manage resistance, and improve business confidence through stakeholder engagement, communication and robust change plans.
  • Working closely with the Portfolio Office to develop and execute overarching change strategies, roadmap and integrated plans for the Branch, to minimise change fatigue.
  • Monitoring and reporting on change progress and benefits realisation across the Branch.
  • Engaging with senior executive stakeholders, managers and teams to build a change champion network, and secure buy-in and support for the Branch’s change initiatives across all levels.
  • Assessing organisational readiness to identify potential resistance and developing mitigation strategies and plans.
  • Developing change impact assessments, change strategies and change management plans for individual projects to support business adoption.
  • Leading and executing change activities across multiple projects, whilst appropriately utilising the change champion network.
  • Development of training needs analysis and training plans across multiple projects within the Branch, to ensure impacted business users and IT stakeholders have the necessary skills and knowledge to operate in the new ways of working.
  • Assisting the program and project teams in developing benefits maps, benefit profiles and benefit realisation plans.
  • Providing ongoing support to embed changes and realisation of outcomes and benefits.

The successful candidate(s) will have strong stakeholder engagement and management skills, communication and interpersonal skills, analytical skills, conflict resolution skills and demonstrated leadership experience


Criteria

Essential criteria

  1. A minimum of 7+ years of experience as an Organisational Change Manager.
  2. Experience in developing and implementing change management frameworks, strategies and plans across portfolios of work.
  3. Leading and executing change management activities across complex portfolios, programs and projects in the Public Sector.
  4. Applying and integrating change management methodologies to program delivery, and project waterfall and agile delivery.
  5. Experience in benefits realisation management, including development of benefits artefacts and ongoing benefits management.
  6. Proven experience in tailoring change management methodologies to meet the complexities of programs and projects, including demonstrated change management certification.

Desirable criteria

  1. PROSCI change management certification.
  2. Working knowledge of Parliamentary processes and institution of Parliament will be advantageous.
