The Australian Electoral Commission (AEC) is seeking to engage suitably qualified and experienced Delivery Mangers. The Delivery Manager roles will support a complex delivery related to either the Funding and Disclosure (FAD) legislative reforms or the Chief Information Officer Division IT Program Delivery initiatives across the AEC.
Key duties and responsibilities
Delivery Managers will be responsible for, but not limited, to:
- Responsible for preparing and maintaining the value streams delivery plan, ensuring solutions are delivered to schedule, scope, budget, and quality
- Identify and manage risks and issues that impact ability to meet deliverables within the delivery plan
- Identify and manage dependencies with delivery teams, systems teams and enabling teams in collaboration with Release Train Engineer (RTE) and other Delivery Managers
- Effectively identifying and resolving blockers, helping to remove delivery impediments to ensure objectives can be met
- Work with the Product Manager and Owner to refine scope and set priorities for the team
- Responsible for managing resources assigned to your value stream
- Identification of resource gaps and constraints
- Monitor and escalate requests for additional hours, leave and travel
- Managing and recording pivot task requests
- Providing resources to support other ADTs as required
- Establishing ways of working within your ADT
- Responsible for maintaining professional and strategic relationships with relevant Directors and Assistant Commissioners, RTE, Solution Management Team (SMT), Product Owners, Product Managers, Business Owners, Systems team
- Collaborate with Product Owners to prepare and deliver showcases for Indigo Steering Committee (ISC) for Business Owners
- Accountable for leading Program Increment (PI) planning event for your value stream and presenting alongside Product Owners to the broader program
- Accountable for milestones and successful transition between the delivery framework phases as per the solution roadmap
- Accountable for value stream DevOps hygiene and accuracy
- Responsible for collaborating with other Delivery Managers to identify improvements and best practice in AEC ways of working
- Responsible for communicating and reporting delivery plan project status, risks, and issues effectively with peers, AEC executives, and governance forums
- Responsible for performing additional duties or assuming responsibility of functions as directed from time-to-time by the relevant Director / Team Leader or delegate as required to ensure deliverables and milestones are met.
Applicants located outside of Canberra will be required to travel to Canberra for operational reasons as directed (e.g. onboarding, planning exercises [1-2 times per quarter], in person training, etc.). Any required travel will be discussed in advance and notice given wherever practicable.
About the team
The AEC administers Commonwealth Funding and Disclosure Scheme under Part XX of the Commonwealth Electoral Act 1918 (Cth) and Part VIIIA of the Referendum (Machinery Provisions) Act 1984 (Cth) Financial disclosure – Australian Electoral Commission (aec.gov.au). The Joint Standing Committee on Electoral Matters (JSCEM) inquiry on the Conduct of the 2022 federal election and other matters made 12 recommendations to Government for reform to the Commonwealth Funding and Disclosure Scheme that seek to improve transparency and accountability across the electoral system for all Australians electors and donators, election candidates and political entities. Among the JSCEM recommendations were lowering the disclosure threshold, real time disclosures and introducing donation caps and caps on expenditure. Legislative amendments to the Commonwealth Funding and Disclosure Scheme, as recommended by JSCEM, would be the most significant in nearly 40 years. The Chief Information Officer (CIO) Division is the IT Division for the AEC and provides services and systems for the purposes of running election events and performing regulation and enforcement activities. The CIO Division is currently building an Office of the CIO to provide enterprise strategic value to the AEC and assist with the management of delivery across the portfolio. The role that will be fulfilled here is to set up and perform that portfolio delivery management across the key programs of the Commission (Indigo, FAD) and any other priority projects and business as usual activities that require appropriate scheduling, alignment, and governance.

- Minimum 5 years’ experience in managing ICT projects to deliver to time, cost, quality, and scope.
- Ability to foster team culture and lead small teams, including providing clear direction, effectively oversighting tasks and coaching to build high performance.
- Excellent written and verbal communication skills, with the ability to communicate with influence, effectively interpret and synthesise technical information, and interact with people with diverse backgrounds and levels of seniority.
- Exceptional stakeholder management skills, with the ability to build strategic relationships and manage expectations across varied stakeholder groups.
- Demonstrated experience in the delivery of data exchanges, repositories and metadata models, including their governance controls.
- Demonstrate the ability to work with business and data teams to derive actionable solutions from complex data.
- Ability to effectively manage high volumes of work and competing priorities, including the ability to adapt and respond to change and manage changing team and stakeholder needs.

Desirable criteria
- Tertiary qualifications or industry recognised certification in Management, Project Management, or a similar field.
- Demonstrated work experience managing/delivering large-scale ICT transformation programs/projects in an Australian Government setting.
