Job details
Delivery and Support Branch (DSB) is implementing changes to the materials, business process and technology used for declaration voting, following technical (“machinery”) amendments passed in the Electoral Legislation Amendment (Electoral Reform) Act 2025.
A Business Analyst is required from February 2026 to 30 June 2027 to further define the materials, processes and IT changes needed for the 2027/28 federal election, and to support coordination with IT areas to implement the required changes.
Key duties and responsibilities
The Business Analyst will:
- Contribute to the planning and delivery of accurate, comprehensive, timely and value-add business analysis, organizational change and research products to support the project.
- Ability to develop and conduct analysis activities in a timely manner, while managing competing priorities and using a wide range of data.
- Lead or assist in the development of high-quality presentations of compiled analysis, through written and other presentation methods as required.
- Provide accurate specialist advice, analysis, guidance and reporting on a range of topics and issues.
- Assist in developing and managing key internal and external relationships, including collaborating with key stakeholders to identify opportunities, achieve outcomes and facilitate cooperation.
- Develop and maintain a backlog of business requirements.
- Document business requirements clearly in the form of high-level detailed requirements, user stories and acceptance criteria.
- Support developers and testers by explaining requirements, answering questions (or escalating to business), and triaging bugs.
- Analysis of previous documentation, understanding current state processes and working with the business to define and document potential options for future-state.
- Develop UAT test plans and scripts, conduct testing, and support business users during UAT.
- Make and communicate decisions with influence, using good judgement, expertise, and knowledge, governed by legislation, regulations, best practice principles or relevant operating instructions and procedures.
- Perform additional duties or assume responsibility of functions as directed from time to time.
Criteria

Essential criteria
- Demonstrated experience in the required duties specified, in addition to:
- Strong communication, leadership and stakeholder management skills.
- Proficiency using tools such as Azure DevOps.
- A detail-oriented approach to all tasks with an ability to collate a range of information and present in a logical manner.
- High-quality document preparation skills, including development and review of executive briefing documents, project artefacts, plans, reports and others.
- In order for your submission to be considered compliant, we will require your submission in the following format:
- Everything should be provided in 1 PDF Document which includes a cover page that contains: candidate name, submitting consulting name, availability, security clearance level, upcoming leave (exceeding 1 week), employment history with AEC and consultant comments (no more than 500 words).
- A one-page pitch addressing the selection criteria. This should not exceed one page.
- A resume of no more than three pages.
Desirable criteria
- Experience working in major programs with legislated timelines.
- Understanding of public sector ICT accountability and assurance frameworks.
- Familiarity with security and operational readiness requirements in government environments.
- Tertiary qualifications or industry recognised certification in Information Management or Computer Science (or a relevant discipline).
